  • Zoning Ordinance Review Taskforce - The Zoning Ordinance Review Taskforce will have a meeting Thursday, 2/7/19 from 4:00pm-6:00pm at the Community Center in the Northwest Meeting Room. Agenda is to continue reviewing zoning ordinance definitions and ordinance discussion. This meeting is open to the public and all interested parties are invited to attend.    
  • Marijuana Law Committee - Marijuana Committee will be meeting Monday, February 4, 2019 at 6pm at the Community Center. 

New Electronic Payment Processing!

The City of Joseph can now process payments electronically.We accept Visa, Master Card, Discover, & American Express. There will be a fee of $3.00 for every $100.00 processed.

Utility Billing Changes Coming Soon

Just like you and your family the city plans and budgets for utility expenses and revenues. To ensure water and wastewater services meet the community needs City Council each year looks at different ways to meet those needs.

Starting with July 1, 2018 utility billing is changing from a month to month billing cycle to a bi-monthly billing cycle. The reason for this is to cut cost on monthly processing. This means your July and August bill will arrive September 1, 2018 and due September 15th. The same will follow every two months.

LATE FEES INCREASE

Monthly water and sewer utility bills are due the 15th of each month. A late fee will be applied 10 days after the due date. This late fee has increased from $5 to $10.

When the account becomes 15 days delinquent a 48 hour delinquent notice will be delivered to the property at a cost of $25 to the owner.

If utilities are turned off there is an additional cost of $25 for water and $25 for sewer.

Please keep your account current these fees can add up quickly.

ATTENTION LANDLORDS

You Must Have Utility Service Agreement on File with City Hall.

In January a new Ordinance was adopted which requires all landlords/property owners in Joseph to have a utility service agreement on file for each rental property in the city.

This agreements directs city staff on what to do with utility services when a renter moves out. It also provides the city with property owner contact information in the event of a delinquent account from a renter. Unpaid utility accounts that are 90 days or greater past due will be recorded against the property.

BACKFLOW TESTING

BACKFLOW TESTING FOR PROPERTY OWNER'S WITH INGROUND SPRINKLER SYSTEMS

Is your water system at risk because of you?
Are you doing your part? What’s the big deal?

A backflow device is also known as a Reduced Pressure Zone. This device is installed onto your plumbing system to protect your drinking water and the city water supply from contaminants. What types of systems have this device: underground lawn sprinkler system, fire sprinkler system, boiler, beauty salons, heating system, soda fountains, etc.

Backflow prevention devices help protect the public safety by preventing potable water contamination. So make testing your backflow device part of your spring cleanup plan.
Test results are due June 1, 2018 and must be tested by an OHA-certified backflow assembly tested. Hurricane Creek Landscape and Design has agreed to provide this service in Joseph, you can contract them at 541-426-4075.

f test is not completed by June 1, 2018 property owner is liable for a fine of not less than $250.00 or more than $1,000.00 per violation. Each day of violation constitutes a separate offense. For additional information see Ordinance 2017-01 and State of Oregon OAR 333-061-0070.

Failure on the part of any owner, occupant or person in control of the premises to install a required assembly, have it tested annually and/or to discontinue the use of all cross connections and to physically separate cross connections in accordance with this ordinance is sufficient cause for the discontinuance of public water service to the premises pursuant to OAR 333-061-0070.

NOTICE - LAND USE HEARING

March 13, 2018

Dear Joseph Resident,

You are being sent this notice as required by State law and City of Joseph land use regulations. Please note there will be a City Council Special Land Use Hearing on the following two applications on April 12, 2018 at 6 pm or shortly after. The hearing will be held at Joseph Community Center, 102 E. First Street Joseph, Oregon. You are invited to provide comment and feedback.

1. Applicant Paul Arentsen is applying for a conditional use permit to install 4-RV spaces at 204 East Wallowa Avenue also known as Map 02s45e29cc, Tax Lot 4100.
2. Applicant Randy and Janet Smith are applying for a conditional use permit to build a shop at 408 South Lake Street prior to building a residence, also known as Map 02s45e32bb, Tax Lots 8500 and 8600.

The proposed ordinance which regulates the above applications Joseph Zoning Ordinance 2009-01 is available for review at City of Joseph City Hall, 201 N. Main Street Joseph, Oregon. The staff report will be available seven (7) days prior to the public hearing. Copies of the proposed ordinance and file information are available for purchase.
Failure to raise an issue at the hearing, in person or by letter, and provide statements or evidence sufficient to afford the City Council an opportunity to respond to the issue precludes appeal to the Oregon Land Use Board of Appeals on that issue.

Written comments or testimony may be submitted at the hearing or sent to the attention of the City Administrator prior to the hearing. UTILITY CLERK JOB OPENING

Utility Clerk…. This position of Utility Clerk is a permanent part time position 25 hours a week benefit position. Responsible for maintaining the records of the Water and Sewer Utility customers which include: meter reading, billing ledgers, payment posting, consumption history and meter test records and is required to perform a variety of other related clerical tasks.
